Disadvantaged Business Enterprise Programs

The Wayne County Airport Authority receives federal funding for airport improvement projects and administers a Disadvantaged Business Enterprise (DBE) Program, which includes Airport Concession DBEs (ACDBEs). Our policy is to ensure DBEs and ACDBEs have maximum opportunity to participate in construction, professional services, concession, and management contracts, consistent with federal regulations (49 CFR Parts 23 and 26) and without discrimination.

Understanding DBE and ACDBE Programs

DBE Program

Small businesses where socially and economically disadvantaged individuals own and control at least 51% of the company. Focuses on construction and professional services contracts.

ACDBE Program

Similar to DBE but specifically for airport concession opportunities including retail, food service, and other passenger amenities. Owned and controlled by individuals that are both socially and economically disadvantaged.

Federal Mandate

Similar to DBE but specifically for airport concession opportunities including retail, food service, and other passenger amenities. Owned and controlled by individuals that are both socially and economically disadvantaged.

Certification Process: Vendors must be certified at the time of contract bid.

DBE and ACDBE certifications are obtained through the Michigan Unified Certification Program (MUCP). Firms may be certified by only one MUCP agency, but certification is honored by all federal DOT grant recipients in Michigan.

DBE and ACDBE Program Administration

The Airport Authority sets DBE and ACDBE participation goals before contracts are awarded and actively monitors compliance throughout the project.

  • Pre-Contract Award: Prime contractors must submit a DBE or ACDBE participation plan as part of any federally funded solicitation.
  • Post-Contract Award: Contractors must submit monthly participation reports and remain subject to ongoing compliance reviews, including site inspections of offices, warehouses, and work locations.

Important: Firms must be certified before contract award for participation to count toward DBE/ACDBE goals.
